Biotechnology is expanding rapidly into emerging areas — biobanking, bioprocessing, data processing, protein analytics, organoids, and gene delivery technologies among them. As these fields grow, so does the need for international standards that ensure consistency, reproducibility, and interoperability across the sector.
This was the central theme of the 15th ISO/TC 276 Biotechnology Plenary Meeting, hosted by the International Agency for Research on Cancer (IARC), World Health Organization (WHO) agency, in Lyon, France, from 31 May to 7 June 2026, where experts reviewed ongoing work and invited new proposals to address standards gaps. The meeting was held jointly with two subcommittees: SC 1 on Analytical Methods and SC 2 on Microphysiological Systems and Organ-on-Chip (OoC).
The Structure of ISO/TC 276 At a Glance

Representing Singapore was Dr Ho Yin Ying, Senior Scientist II at A*STAR Bioprocessing Technology Institute (BTI), who attended as Head of Delegation for Singapore’s National Mirror Working Group (NMWG) for ISO/TC 276 Biotechnology. Through her participation in the plenary and technical discussions in the WGs, Singapore contributed to conversations that will shape the continued development of international biotechnology standards while strengthening collaborations with experts from around the world.
Where Singapore’s Strengths Align
Several of the emerging areas discussed in Lyon – protein analytics, organoids, gene delivery technologies, analytical measurement science, and AI-enabled biotechnology – map closely onto Singapore’s existing strengths in biomanufacturing, precision medicine, and advanced therapeutics.
That alignment gives Singapore a practical edge, it can contribute real scientific expertise to these standards, while staying at the forefront of developments that will shape future research, manufacturing practices, and regulatory approaches. Singapore currently has direct participation in projects related to bioprocessing, gene delivery systems, cell characterisation, and organoids, giving it firsthand technical input into exactly the areas these standards are being written for.
Looking Ahead
Updates to ISO governance are placing greater emphasis on early technical engagement throughout the standards development lifecycle. Member countries are now encouraged to contribute expertise at the Working Draft and Committee Draft stages — the point where technical decisions are still being shaped, and where input has the most impact. This is Singapore’s opportunity to help ensure that clauses are drafted in ways that remain applicable to local context.
This reinforces the value of staying at the table. By engaging early, Singapore can help shape technical requirements in areas that align with its national strengths — and the meeting flagged specific opportunities for Singapore to take a more active role in:
- Advanced biological characterisation and measurement of cells, nucleic acids, and proteins
- Biosecurity in nucleic acid synthesis
- Next generation biotechnology applicaOrganoids
- Microphysiological systems and Organ-on-chip
In addition, several organisational developments from the plenary also point to where the standards themselves are heading. A new working group on protein analytics (SC1/WG4) signals growing importance placed on protein characterisation. SC2’s expansion into organoids and microphysiological systems (MPS) reflects the push into next-generation biotech applications. And WG5’s promotion of ISO 9491 highlights an increasing focus on data integration and interoperability across the sector.
The discussions in Lyon reinforced a simple point: as biotechnology accelerates, international collaboration is what keeps standards relevant and responsive. ISO/TC 276 shows no signs of slowing its expansion into new biotechnology applications, and Singapore has signalled it intends to stay actively engaged in that work.
