Objective
Identify, develop and promote critical standards to support the biomedical and healthcare clusters to enable the development of Singapore into a world-class biomedical science hub. Support priority areas under the relevant Industry Transformation Maps as well as emerging areas identified under the Health & Biomedical Sciences domain in RIE2025.
Scope
Oversee the development of biomedical and healthcare standards relevant for application by the local industry, with a focus on quality systems and processes, medical devices, laboratory testing, biotechnology, therapeutics, complementary health products, and health informatics.

Mr LEE Suen Ming
Chair
Mr LEE is the Advisor to CEO of Thomson Medical Centre. He was previously CEO at Mount Alvernia Hospital, Gleneagles Hospital, Parkway East Hospital, the Dr Soliman Fakeeh Hospital in Saudi Arabia and most recently, Thomson Medical Centre. He is currently serving his first term as BHSC Chair.

Ms WONG Woei Jiuang
Deputy Chair
Ms WONG is the Acting Assistant Group Director of Medical Devices Cluster, Health Products Regulation Group of Health Sciences Authority (HSA) with extensive experience in regulation of medical devices. This is her third term serving BHSC.

Mr Vincent CHEUNG
Deputy Chair
Mr CHEUNG, Founder and Trainer at AQS Labs Pte Ltd, brings extensive expertise in medical device design, development, manufacturing, and technology transfers from both USA and SG. He is currently serving his third term with BHSC.

Dr YONG Chern Chet, MB BCh, MRCSEd, MPS
Advisor
Dr YONG is a healthcare innovation and venture leader with over 20 years of experience across Asia. Trained as an orthopaedic surgeon, he has held leadership roles spanning healthcare strategy, operations, business transformation, technology and startup ecosystem development. After three terms as BHSC Chair, he now serves as Advisor.

Ms Jacqueline MONTEIRO

Ms MONTEIRO was formerly the Associate Director Regulatory Affairs, APAC at Abbott Diagnostics, bringing experience from previous roles at KaVo Kerr, Philips, Bausch + Lomb, and Medtronic. She is serving on BHSC for the third term.

Technical Committees and Working Groups
The BHSC has established four technical committees and twenty three working groups under the Singapore Standardisation Programme to advance, review, and promote standards within the biomedical and healthcare sector.
