The launch event for SS 696:2023, Specification for High Containment (Biosafety Level 3 or BSL-3) Facility, unfolded at the Robertson House on 20 February 2024.

Distinguished guests and stakeholders convened to delve into the intricacies of the Singapore biosafety regulatory landscape and the seamless assimilation of SS 696:2023. This exclusive gathering provided an unparalleled opportunity for industry professionals, regulatory bodies, accreditors, and other key stakeholders to glean profound insights into the specified standards and protocols outlined in SS 696:2023. The event facilitated a comprehensive understanding of the standard’s content and its practical application.

Attendance at this event was strictly by invitation, with representatives from esteemed organisations including the Ministry of Health (MOH), Ministry of Manpower (MOM), National Environment Agency (NEA), Public Utilities Board(PUB), National Parks Board (NParks), Enterprise Singapore (EnterpriseSG), Singapore Accreditation Council (SAC), Biosafety and Biorisk Technical Workgroups, as well as Singapore-based BSL-3 facilities, certification bodies, auditing organisations, consultants, and assessors.

The event marked a significant milestone in Singapore’s biosafety landscape, fostering collaboration and knowledge exchange among key stakeholders to enhance biosafety practices and ensure compliance with the latest standards and regulations.

Welcome Address by Dr Yong Chern Chet

Dr Yong Chern Chet is the sitting Chair of Biomedical and Health Standards Committee (BHSC) and the Head of Asian Ecosystem at 22Health Ventures. Dr Yong was previously ASEAN Healthcare Business Development Lead for Amazon Web Services (AWS) Worldwide Public Sector (WWPS) overseeing the healthcare go-to-market strategy encompassing the creation of industry programs and providing thought leadership with the aim of developing key commercial partnerships, initiating governmental collaborations and pioneering healthcare innovation with AWS “lighthouse” customers.

Keynote on Biorisk Management Oversight by A/Prof Raymond Tzer Pin LIN

Dr Raymond Lin is the Director of the National Public Health Laboratory (NPHL), Singapore.  He studied medicine at the National University of Singapore, followed by specialty training in medical microbiology, obtaining the Fellowship of the Royal College of Pathologists of Australasia in 1994. He has concurrent appointments at the National University Hospital and National University of Singapore. He is an advisor on Biosafety to the Ministry of Health and is a member of the Genetic Modification Advisory Committee.

Presentation on Singapore Biorisk Management Regulatory Framework by Dr SE THOE Su Yun

Dr SE THOE Su Yun is currently the Deputy Director of the Biosafety Branch of the Ministry of Health. The Biosafety Branch was established in 2005 to account for all biosafety and biosecurity related matters. The branch formulates biosafety and biosecurity policies, designs and implements measures to safe-guard public health, safety and security in relation to the handling of biological agents. One of the key mandates of the branch is to administer and enforce the Biological Agents and Toxins Act.

Presentation on SS 696:2023 — Enhancements in Design and Engineering by Mr Dan YOONG

Mr Dan YOONG is the Managing Director of World BioHazTec Asia Pacific (WBHT), which has achieve ISO9001 and BSL-3 accreditation. He has extensive experience in the design and construction of bio-containment facilities throughout Asia for the past 20 years. He has provided bio-containment solutions for governments, universities and multi-national companies. In 2016, Mr Yoong became the first Singaporean to be appointed by the Ministry of Health as an Approved Facility Certifier (Engineering). Mr Yoong is a sought-after speaker and trainer for global organizations and is a regular lecturer for the NUS Professional Biorisk Management Course. He actively contributes to the development of the Singapore Biosafety Standard as a member of the Technical Workgroup.

Presentation on SS 696:2023 — Administrative, Operational, and Performance Requirements by Dr Sabai PHYU

Dr Sabai PHYU is the Director of Laboratory Biorisk Consultancy & Training (LBCT) Pte Ltd, an approved BSL-3 Facility Certification Body in Singapore. Since 2020, she has been a trainer for the Professional Biorisk Management Courses offered by NUS School of Medicine and provides biosafety/biosecurity consultancy services globally. As the On-Site Technical Expert for the EU Chemical, Biological, Radiological, and Nuclear Risk Mitigation Centres of Excellence Initiative (EU CBRN CoE) in Southeast Asia, Dr PHYU draws on over 13 years of experience managing BSL-3/ABSL-3 laboratories in Singapore and over 10 years as a scientist in BSL-3 laboratories in Norway and Singapore. Dr PHYU has contributed to the development of key biosafety standards and guidelines in Singapore.

This standard covers the physical containment requirements and recommendations, administrative control and operating practices, performance verification for high containment facilities (also termed as Biosafety Level 3 or BSL-3 facilities), which are handling hazardous biological agents. The scope of this standard includes the use of animals that can be handled within primary containment isolators/cages, whereby a room is the secondary containment, the use of loose pen animals, whereby the room is the primary containment, and the use of arthropods.
